DEPARTMENT OVERVIEW
The Office of the Chancellor is the lead administrative office overseeing all areas of the University of California, Santa Cruz. As part of the Chancellor's Office, the Office of Campus Counsel supports the mission and purpose of the University of California, Santa Cruz campus and the UC system-wide UC Legal Office. The Office of the Campus Counsel is responsible for representing the campus on all legal matters, including supporting the Privacy and Information Practices Office. The Privacy and Information Practices Office administers the campus's response to requests for public and subpoenaed University records and provides technical and practical assistance to the campus on matters related to public access to and disclosure of information maintained in University files.
As representatives of the Chancellor's Office, immediate staff are expected to model the UCSC Principles of Community in their interactions with senior leaders, faculty, students and staff at all levels of the organization, with colleagues throughout the UC system and in their interactions with agencies, organizations and individuals outside of the UC system.

JOB SUMMARY
Reporting to the Special Advisor/Strategic Legal Operations Manager, the incumbent provides leadership for the Privacy and Information Practices unit. With a high degree of autonomy, the role encompasses policies, organization, structure, management practices, and operational procedures. The Director oversees responses to record disclosure requests and subpoenas consistent with various laws and university policies including; the California Public Records Act, Information Practices Act, Health Insurance Portability and Accountability Act, federal Freedom of Information Act, federal Privacy Act, federal Family and Educational Rights and Privacy Act. Additionally, the Director provides advice, information, resources, and guidance to the campus and campus units in relation to information security and privacy questions, concerns, contractual terms, and policies, based on University privacy policies and applicable state and federal privacy laws. The Privacy and Information Practices Director shall serve as the campus privacy official.
APPOINTMENT INFORMATION
Budgeted Salary: $114,250 - $135,300/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES
25% - REQUESTS FOR INFORMTION
--- Manage the campus response to requests for information. Ensure effective communication between the unit and requesting parties, senior leadership, general and campus counsel, record proprietors, and other external entities.
20% - AWARENESS
--- Serve as the campus privacy official, promoting awareness and understanding of data and information privacy, consistent with legal requirements and University of California policies and values.
--- Develop methods and seek opportunities to increase manager and staff awareness of Privacy and Information Practices programs and associated processes.
--- Attend staff meetings, create website tools and communications, solicits feedback and creates and delivers training programs.
20% - POLICY ANALYSIS
--- Collaborate with Office of the President (OP) and other campus colleagues to address system-wide issues, i.e. responses to requested records, privacy concerns, information security, and records data management.
--- Develop recommendations for policy revisions, identifying the benefits and ramifications.
15% - RISK ASSESSMENT & QUALITY CONTROL
--- Develop proposals and participate on committees and/or system-wide task forces to implement critical coordinated response systems.
--- Confer with UC Legal and other colleagues as needed, to strategize and create plans to mitigate or circumvent risk.
--- Ensure quality controls are in place to maintain the integrity of the information and/or system(s).
20% - SUPERVISION
--- Supervise professional staff.
--- Hire, train, performance manage and provide learning and development opportunities for staff.
REQUIRED QUALIFICATIONS
--- Bachelor's degree in related area and/or equivalent experience and/or training.
--- Advanced knowledge relevant to privacy and disclosure of information including: California Information Practices Act, California Public Records Act, federal Family Educational Rights and Privacy Act, federal Freedom of Information Act, federal Privacy Act, federal Health Insurance Portability and Accountability Act, and related University of California policies.
--- Demonstrated ability to analyze and evaluate information and situations; consider cause and effect relationships in decision-making; synthesize ideas and integrate information; and effectively assess short and long-term implications of changes to processes and systems.
--- Demonstrated ability to collaborate effectively.
--- Ability to present complex issues in a clear and concise manner, both in writing and verbally for presentation or review by senior leadership.
--- Excellent interpersonal skills with the ability to establish and maintain cooperative working relationships with people t all levels of the organization and from a wide variety of backgrounds.
--- Excellent problem solving and critical thinking skills with the ability to identify and solve complex problems.
--- Excellent facilitation skills.
--- Strong computer skills with proficiency in the Microsoft Windows operating system, Google, Adobe, Internet search tools, and others as needed.
--- Demonstrated ability to maintain discretion and/or confidentiality.
PREFERRED QUALIFICATIONS
--- Working knowledge of state and federal privacy laws and privacy policies applicable to institutions of higher education, the UC system organizational structure, as well as an understanding of the interactive roles of management both on campus and system-wide.
--- Relevant certification such as Certified Information Privacy Professional (CIPP), Certified Compliance and Ethics Professional (CCEP), or Certified HIPPA Professional (CHP).
--- Comply with California DOJ minimum background, training and certification requirements to access CLETS information.
SPECIAL CONDITIONS OF EMPLOYMENT
--- Selected candidate will be required to pass a pre-employment criminal history background check.
--- Ability to work long periods of time at a computer with or without accommodation.
--- The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
--- Ability to work occasional evenings and weekends as directed.
--- Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
--- Ability to travel to multiple work locations on and off campus.
